“utterly” in this context would mean “downright,” or “straight-out,” which shows that someone is so wrong that their mistake cannot be ignored (e.g if someone states a fact as an opinion (if they straight-out lie) or if someone says 2+3= 100) or that someone has said an unjust opinion/thing (e.g excessively insulting someone who didn’t really do anything, or saying extremely controversial opinions). whereas “completely,” means “absolutely.” usually “you’re completely wrong” would be used to a friend or colleague, and “you’re utterly wrong,” would be used for example when a news reporter is speaking to a politician who has said and done controversial things.
