I found this sentence in a book: "Binnen drei Jahren gingen 44 Prozent aller US-amerikanischen Banken pleite und verringerte sich der US-Export auf ein Viertel." My question is about "verringerte sich der US-Export auf ein Viertel." Does that mean that US exports afterwards were only 25% of what they were before? That sounds a bit strange to an English speaker, since we'd normally specify "reduced to a quarter of what they were before" instead of "reduced to a quarter."

I guess it means exactly that. They could have written 'verringerte sich auf ein Viertel seines vorherigen Wertes' but it's not necessary.
