They are used the same way. The difference is in the origin of the expressions:
in der Lage sein, etw zu tun = (literally) to be in the situation to do sth
im Stande sein (older form to write it: "imstande sein") = I BELIEVE (and I could not verify this right now via google) that this comes from the old/medieaval system of different "Ständen", basically socioeconomic classes. A farmer might not be able to do certain things, that a merchant could, he was "not in the *Stand*" that was required to, e.g., buy a property in a city. A merchant had limits himself, where a noble person or a bishop might have more rights.

yeah, you can use it everywhere where "in der lage" would also work. While originally used just for people, it can nowadays be used for everything.
