'got' is actually correct in UK English, but in the US 'gotten' is preferred.
Also, "there'd" is the contraction of "there would", which implies the conditional e.g. there would be another water outage next month IF the droughts continue. In this case, the continuation of the droughts is the condition for a water outage to occur.
If there is no condition i.e. there WILL be a water outage next month, "there'll" is better.
