“What does [X] have to do with [Y]” means “Explain the relationship between X and Y”, and often they really mean “There is no relationship between X and Y”. In this case, I guess it’s someone who wants to say that they can continue to run legal challenges to the election (and get paid for it), even if the GSA has recognised a winner.
