If I am saying “I will make it up to you,” to someone, that means I did something to disappoint them and I want to do something to make them feel better.
For example, if I forgot I was going to meet my friend for lunch, then she was likely hurt and disappointed that I left her all alone to have lunch by herself. I would feel terrible and tell her I want to make it up to her by buying her lunch or dinner or maybe something else that would be extra nice.
