There was a question in my test that requires fill in the blank:
He has spent a great amount of time and effort ___ that project.

C. doing

I chose C but the result came out as D and i'm very confused. Pls help :((

I'm not sure if I'm missing something, but I think it should be C, too. In my opinion, in order for "working" to be correct, the sentence should be "He has spent a great amount of time and effort ___ [on] that project." I have heard people occasionally say things like "working a project" when talking about their jobs, but it's generally considered colloquial language. You should ask why C is wrong. Thoughts, anyone else?
Oh, also, if D is correct, you might actually be able to make the case for both B and A being correct lol. It would just mean that someone spent a lot of time to have the privilege to work/do the project.

I’m a Native English speaker and I would have chosen C as well.
“He has spent a lot of time and effort doing that project”. It makes sense because there is no preposition.
The only way for D to sound natural is if it includes a preposition: “He has spent a lot of time and effort working ON that project.”
If a person is “doing a project” that makes sense. If a person is “working on a project”, that also makes sense. These are commonly said.
If a person says they are “working a project”, it does not sound natural. Unless you’re a private contractor or performer and are “working a gig”—but even then, it’s not commonly said.
I would disagree that A and B are possible because of “has” being in the past tense and “to work” or “to do” being future tense.
If the sentence does not include “on” before “that project” I would revisit that. Without “on”, C seems like the most natural sounding answer
