It means "immediately upon suspecting". But may I ask what book you are reading? This character's English is very non-standard, and the use of the word umsonst suggests to me that the writer is depicting a non-English speaker speaking English.

This book is “Crime and Punishment “by Dostoyevsky.
The translator is Constance Garnett.
Most of the natives speak the same like you.
Perhaps this translator is bad one?
Do you know the popular translator
of Dostoyevsky?
If you know it, please tell me one.

Constance Garnett is fine as a translator. Crime and Punishment is not easy to read or understand anyway, even for those fluent in English.
