I would liken it to "and so are".
"As" is used to liken one thing to another. It's often used in similes, and serves a similar function here. In this case, it states that "as does A, so does B".
"Our financial goals are important, and so are compliance and reporting objectives."
"Racecars are illegal on this street, as are dirt bikes, rocket ships, and jet packs."
