(this could also say “i sat near the entrance for a long time *waiting for* him, but he didn’t arrive.”)

none of the answers are inherently wrong, but A makes the most sense.
4. C. “the information-office at the station *explained* that all trains were running about one hour behind time.”
this one was a little more tricky because the information-office also could have advertised (A) this information as well; but likely, they explained it.
