A design flaw suggests that the engineer created the design and then later noticed his design had a flaw in it.
A defect suggests that the design was fine, but something happened to the chair after production and caused a defect.
Example:
There is a design flaw in this chair model. The angle of the backrest doesn't allow it expand completely.
This chair has a defect. It fell out of a truck and it's dented on one side. (or, the paint is chipped, etc.)

Flaw and defect are the same but it sounds better to say “design flaw” than “design defect” in this sentence.
You can also say:
“There is a flaw in the design of the chair.”
“The chair’s design is defective.”

Natmardec has a good point on the general difference between flaw and defect. But I just want to point out:
1. “There is a design defect in the chair”
2. “There is a defect in the chair”
1 and 2 are different statements. In (1), “defect” means there is a flaw in the design itself, the blueprint of the chair. For (2) the physical chair is the one with the defect.
When there is a product for sale that has a defect, the design is good but the product is a lemon. There is something wrong with the product.
But “defect” can also be used in other situations.
Anyways, zhify’s changes to the sentences work if you want (1) to be easier to understand.
