'8 Out of 10 Cats' is the name of a TV show and 'Countdown' is the name of another TV show. '8 Out of 10 Cats does Countdown' is a combination of the two show titles, because it is a combination of the two shows.
As far as the grammar goes, it might be helpful to think of it this way: '(The show) 8 Out of 10 Cats does Countdown' <- the verb 'does' refers to the implied singular 'the show' and not the plural 'cats'.
Other translations for 'to do' that would work in this sentence: 'to have a go at', 'to play'

It's supposed to not make sense. It's two names combined to make one. It's basically a joke.
