"hören" means that you listen to something. "Ich höre Musik."
"zuhören" means to you listen at something a person say. "Ich höre meinem Freund zu."
"abhören" means that you listen to a private conversation without a permission. It's mostly used if you spying on someone.
"Die Polizei hört meine Gespräche ab. Sag nicht, dass uns in Schwierigkeiten bringen kann."

Hören is equal to listen, while zuhören listening to sth. means and abhören listening in on sth.
Ich höre ein Auto vorbeifahren.
Ich höre dem Gespräch zu.
Die Polizei hört die Telefonleitung ab. (Abhören is usually used in this kind of context.)
