I read in the news:
"Naomi has become a mother TO a baby girl."
Does it mean she's not the biological mother?
Because I heard in case of biological mother you would say:
"Naomi has become a mother OF a baby girl."

No, she could very well be the biological mother to the baby. Don’t ask me why, but sometimes we say “to” when the mother is the one giving birth to the child... 🤷♂️
(I even said it just in my first sentence)
I’ve heard it used quite a bit actually. For example:
-She became the mother to a beautiful baby boy on Monday.
-Oh my god, how exciting!
