Hello! What is a proper way to say "учитель английского и русского"? Should I say "a teacher IN English and Russian" or "a teacher OF English and Russian"?

“A teacher of English and Russian” is correct but sounds very formal. It would be much better to say “an English and Russian teacher” (this goes for all subjects in school history teacher, science teacher, music teacher etc)
