The president is about to sign a new order = he will in the next few moments
The president is going to sign a new order = he will sign it soon

The first one doesn't specify the moment in which the President will sign the order, it just tells you he will.
Whereas the second tells you that he's *about* to sign it, meaning that he's just mere seconds away from signing the order.
The third one tells you that he is planning to do so.
Examples.
"He committed a crime, therefore he is to be put behind bars"
"The trial is over, he is about to be put behind bars"
"The trial is over, he is going to be put behind bars in two days"

is about to= he would like to, he will do it ( he wants to sign it, but we don't have an evidence/we don't know it certainly)
