I should use after the verb disagree.
I consider two options : on or with.

1. is correct but you could also say “I declined his offer” as it sounds more natural.

to disagree on something is to have differing opinions about it than someone else.
to disagree with something is to think it is bad.
as the other comment said to decline something is to say no to it (often used when talking about offers). I hope this helped you gain a slightly better understanding as each has a different meaning.

When using ‘disagree’ you must use ‘with’. To disagree with. It doesn’t make sense to say I disagree on.

@Donna58 I disagree on this particular point.
Or, more specifically, I disagree with it and therefore disagree with you on this issue. You could say we disagree on this issue.
Using "I disagree on" is not very common and I would [refrain from using]/[not use it].
It can make sense in a conversational format but does not often come up.

Both with and on ( as well as about...) can be used with disagree. See the examples here https://www.lexico.com/definition/disagree
