They both mean the same thing but “people were seen to enjoy the games” does not sound as natural

@ksk_555 it usually just depends on the sentence! For example, saying “they were seen fighting yesterday” sounds more natural than “they were seen to have been fighting yesterday” - I think it is just something you will know how to do naturally as you practice English more. But people will understand you both ways! You’re doing great! 😊😊
