@Biologic Depends. If you are referring to food for example, then you use the first one. "El pastel no estaba muy bueno".
If you are referring to a PERSON, then you use the second one. "Mi vecino no era muy bueno (conmigo)"

You have to learn about "ser y estar" because both are correct but they are used differently. Sadly it's not just that one is for food and the other for persons... anyway I'll put some other examples
That game wasn't very good
Ese juego no estaba muy bueno (it wasn't really fun)
I wasn't very good at that game
No era muy bueno en ese juego
(the "yo" is implicit)

@HanyuuFurude Gracias. Yes I agree. Actually I was solving questions in Clozemaster app and they gave this 'fill in the blank' without any context. So I thought there might be some way to know it without the context. But now I think the question format was wrong in Clozemaster

@Biologic Yeah definitely there are times when the apps mess up some stuff. If the blank is like this "No ____ muy bueno" then it's impossible to know without context
