I would say these mean about the same thing, although not taking part in the race may imply that they will be helping with the event without actually being in it, while not joining the race implies you are talking purely about the race and you will not be participating.
person 1- Hey! I didn't know you would be here. Are you ready to run?
person 2- Oh, no I am just here to help with checking runner's in. I won't be taking part in the race.
person 1- Hello, are you here to check in for the race?
person 2- No, I won't be joining the race. I was wondering where I might find a restroom around here.
