Can I change this sentence "This place is for study only" to "This place is to study only"? "For" and "To" can be used to talk about a purpose, right?

They mean almost the same thing. "This place is for study only" would refer more to the intended purpose of the room. "This place is to study only" would be used to discuss how the room is actually used.

Yeah it can be, but when using "for" you need to make it with a verb. "This place is for studying only" because you are explaining what to do in the room. "This place is to study only" is how the people use the room.
