I would keep the "that", so as to not cause ambiguity with what was admitted;
"applications belonging to this new category admitted yesterday" sounds like the category was admitted yesterday, instead of the applications.
"applications belonging to this new category that were admitted yesterday" implies that it was the applications that were admitted.

少し違和感ですね。。
「登録されるようになりました」でしょうか。
たぶん "have become able" が "can now be" とかになるんでしょうか。

"... sounds and movements can also now be registered..."
However, I have a *slight* problem with the "as well as letters.." portion. If you follow "parallel structure" (並列構造), the sentence could turn out like this (as an example):
"Sounds and movements have also become able to be registered as well as copyrighted".
The parallel portion follows the pattern:
A is B as well as C.
In this case B and C both pertain to A, and need to be of the same "form".
△ Cars are expensive and I like them. (形容詞+動詞) 違和感。
◯ Cars are expensive and troublesome. (形容詞 + 形容詞)
◯ We need roads that can be manufactured cheaply and maintained easily (過去分詞 ・ 副詞 + 過去分詞・副詞)
A : We need roads that can be
B : manufactured cheaply
C : maintained easily
△ We need roads that can be manufactured cheaply and it's easy to maintain them. 不自然!
So, to maintain parallel structure in your sentence, one possibility would be to say :
"Under the recently revised trademark laws, in addition to letters and designs, sounds and movements are also now able to be registered."

いやいや、これはネーティブでも出来ない人多いよ。結構上級レベル。もうkirimanさんあまりにも上手過ぎて、ここまで細かい事を書いた。
Parallel structure is difficult even for natives--it's a fairly advanced level topic. Your English is quite advanced, and so that is why I nitpicked about such a small issue..
