I don't know the context of this sentence is but it seems to be using "smart" and "low octane" as adjectives describing a person.
Without more context, this is what I would translate this as. It is saying that someone, a person is smart(intelligent) but lacks energy/drive/ambition. Low-octane is a grade/quality of fuel/gasoline. So I would assume that they are describing someone with not much energy or desire to push themselves in their goals. If that is the context, it is quite a funny description, I have never heard it put that way before.
