Puedes utilizar "que" o "y" con "ojalá" o simplemente no utilizar nada, es opcional. Y sí, es común usar "ojalá".
Ojalá que hoy haga sol. = Ojalá y hoy haga sol = Ojalá hoy haga sol

A little bit of etymology: the Spanish expression "ojalá" comes from an Arabic expression (From the time the Spanish peninsula was occupied) which mean "Alah willing" (God willing). So it is used to express a desired outcome that we (strongly) wish to be true.
However, and as it happens with many other words (Looking at the word bye's origins), the sense of asking a deity for intervention got kinda ignored, and it just expresses a strong wish.
So, you may use ojalá in any case you would be expressing a desire with the ideas of "Hopefully" or "God willing".
