People would understand them both, but neither of them are grammatical. You could say:
"It was hard letting my hair get/grow this ugly."

Sometimes we will say something that is ungrammatical, just for fun. Somebody might say:
"It was hard letting my hair grow to this ugly.". This is definitely not grammatical, but it might be a fun way to say "It was hard letting my hair grow to this length, and I know it's ugly."
