Ma’am is the correct shortened version, but it is only really used in the USA - in Britain, the only person you address as Ma’am is the Queen!
We don’t really use Madam any more here, it sounds old fashioned and has a lot of class implications. It is very occasionally used by people in customer services, but rarely and it doesn’t sound natural these days.
We do address letters/emails to Dear Sir or Madam if we don’t know the name of the person we are contacting, but that is an exception.
