Adding to what @RonnieT says, I'd say that it is indeed possible under certain circumstances:
If you're talking about money (such as in the price of something) and you don't want to use the full number (either to make it sound a less appealing to anyone eavesdropping, or for simplicity sake). This use is a tad uncommon, though. And you must make sure your interlocutor understands you're referring to 750, because without much context, that sounds more like talking about pesos (or dollars) and cents, meaning $7.50 (for which is very common to say "siete cincuenta"

what about in the context of rent? 'That apartment is 650 but this one is 750' algo así?

@arev444 Since a rent is a price for a service, you may try and use it. But to avoid any misunderstandings, I'd recommend to go with the full version. Maybe even: "Ese apartamento está a seiscientos cincuenta (doláres) por mes, y este a siete cincuenta" might avoid misunderstandings, but just shortening by 3 syllables is not worth the possibility of misunderstandings coming around.
