He's not being literal, he's making fun of him for refusing to look. You get medals to celebrate winning or performing better than other people, so "your medal's in the mail" means that someone has posted him a medal and he'll receive it soon. I think the point is that he's implying that the one refusing to look thinks he's better than the speaker for not looking, but the speaker is trying to tell him that it doesn't actually matter.
I haven't watched the show and I don't know what he's "looking" (or not looking) at, so I'm basing this explanation on the clip alone.

Based solely on the clip. Left character is not going to watch a frightful scene. The right character says, "Yeah, yeah your medal's in the mail." It is a bit weak, but the right character is making fun of the left character, like the left character is going to get a medal for not watching. Some that is "in the mail" can be a false promise. "Yes, I owe you money. The check is in the mail."
