「¡Qué rápida eres!」というのは「なんてはやいんだ」と意味すると思います。このQuéのéはアクセント記号ですね。
「¡Que eres muy rápida!」というのは「とてもはやいんだから」と意味すると思います。このQueのe、アクセント記号ではないので、確かに「That...」に近いと思います。
もう一度言ってくれない? とてもはやいだから(聞き取れなかった)ってみたいなニュアンスですよね。
¿Qué dijiste?の意味は「何を言いましたか」と意味するんですが、「何を言いましたか聞き取れなかったのでもう一度言ってくれませんか」というニュアンスで結構言われています。
No corras muy rápido, ”que” eres muy torpe y te vas a caer. ー> あなたは不器用で、転げるかもしれない”から”速く走るな。

"That you are very fast!" is correct.
"How fast you are!" (as in "You are so fast!") would be "¡Qué rápida eres!"
