I need more context to be sure (this is not a standard phrase), but I don't think this the past version.
It is like "armored truck" ia an adjective describing the current version.
I think your phrase is an unusual way to say "armored to the max(imum)".
Anyway, it is not standard and you are unlikely to see this phrase again.

it's in a game where the player is upgrading their equipments and stuff. I don't know if it helps a little

Thanks. I am pretty sure that it is another way of saying "armored to the max(imum)". You can't add any more armor because something already has maximum armor. But is describing the current state of that thing, not a past state.

oh, I guess I understand now, confirm it for me please. probably it may be a way abbreviation of " maxed out " to say that something is to the max as you said, like the armor, weapons, skill or something like that in the game.

@Will_153 If you understand "maxed out", then you understand perfectly this phrase, even though it is an odd way of saying it. I have never seen "armor maxed" before, but maybe that is how the game refers to things.
