They are similar. Stout would be used to describe a shorter, bigger and sometimes stronger looking person.

Plump is used more for describing non-person items, such as “those are some plump grapes.” Sometimes people say that is a plump looking baby when describing a chubby/fat baby.

Fat is a word that should be used more sparingly to describe people that are overweight.

Those words all generally mean “fat” but with different connotations. When describing people, “fat” has a slightly negative connotation, similar I think to デブ.

The word “stout,” however, is more positive because it implies a sort of strength or thick hardiness. You might have heard the old American song lyric, “I’m a little teapot, short and stout. Here is my handle, here is my spout.” The word “stout” is better than “fat” here because a teapot doesn’t really have fat, but it can be thick and sturdy.

The word “plump” is also positive and can be used as a nicer way of saying someone (usually children or ladies) is fat. A nicer way of describing a fat man would be with the word “portly.” Fruits and berries are also often described as plump and juicy. I think the Japanese equivalent would be 丸々.
