新しいデザインのお札をテストしたって言うことですか。
そうじゃなかったら、その空白はどの助詞ですか。

新しいデザインのお札【で】ATMなどが正しく動くかテストした。
が正しいと思います。

次の２つの文章を作る事は可能です。
1. お札【を】テストした。(They) tested the bills.
2. お札【で】テストした。(They) tested (something) using the bills.

They checked if the ATM works rightly with the newly desgined bills.
So 2 is more suitable.

Also, 「お札を」doesnt fit together with 「ATMなどが正しく動くか」.

「を」でも問題ないと思いますが、この場合「で」がより適切だと思います。
