Today was the day people were encouraged to enjoy Japanese art and culture in Japan. I'm ashamed to say that I never knew that even though I've lived in Japan for over 30 years.

"Today in Japan was a day on which people are encouraged to enjoy Japanese art and culture. I'm ashamed to say that I never knew that, even though I've lived in Japan for over 30 years."
The tense in this sentence is a little tricky. "today was a day" is simple past tense, but since you are talking about what happens on the day in a general, you use present perfect: "people are encouraged". Because this event happens over and over, like it's a continuous action.
