Using the subjunctive here is like using "would" in English.
-> Por cierto, pareciera que, esta vez, el espacio es más reducido.
(By the way, it would seem like, this time, the space is more reduced.)
It makes it sound like that is the impression it gives you, but you are not really sure if others would perceive it that way.
