it's dialect from the south of italy. It's used when you are surprised, but in a bad way. It's quite rude to say it, as it literally translates as "to the d**k's face", but It can be translated with "holy shit" or something similar.

very rude.. Neapolitan dialect. literally "what dick of face!". it means amazement for an happy and unexpected event.
A: Are you happy about the strike? (the school is closed)
B: WTF yeah!! >> A facc ro’ cazz !!

faccia ➡️ facc
del ➡️ do ➡️ro'
cazzo ➡️ cazz'

in many southern Italian dialects many words are cut off the last vowel. Especially in Neapolitan.
we have to live = Dobbiamo vivere = Dobbiamo campare = abbiamo a campare (*) = avim' a' campa'
(*) note the Neapolitan use the verb "to have" as an auxiliary verb for the force form or "must".. as english.

lo devi comprare = you have to buy it = lo hai da comprare = lo hai a comprare = o' aia' comprà

well.. I think the use of the word "dick" often in (American?) English is similar to "fuck".
WTF = ma che cazzo (but that dick!)
what the fuck/hell are you doing? = che cazzo stai facendo?
oh shit/fuck! = oh cazzo!
I didn't do shit = Non ho fatto un cazzo!
