I know that there are different variations of I like you or I love you like “Te amo” or “te quiero” etc.

It means they are interested in you romantically. Usually it's used to say you have a crush on someone, not really used if you are already in a relationship. Also, "me gustas" would be more natural, if you add the "tú" at the end it puts too much emphasis on the "you" part (like you are trying to clarify that you like them and not someone else, "I like *you*"). In Spanish the gramatical person is already implied in the verb conjugation, so the pronouns are usually omitted.

maybe that was too graphic, apologies XD.
Of course this isn't a "absolute rule", some people says "te amo" to parents, it's a exception. Also it's possible using others words but generally at "te quiero" is the border for friendly relationships therefore I agree with @TheChUlisesLopz respect to that you sentence is pretty strong, also I like the note of @charaznable250 in reference to "tú", that's a important note.
