"¡Espero que tengas un maravilloso cumpleaños! ¡Te mando mucho amor y mis mejores deseos! ¡Te adoro tanto, mi mejor amigo/amiga!"

Somethings notes:
-for "lots" also you can use 'montones' :
"... te mando montones de amor..."
This is ok, also it's common.

-I'm used "mejores" instead of 'excelentes' because
"... y excelentes deseos..." maybe less natural that "... y mis mejores deseos...".

-I used "¡Te adoro tanto..." but if your friendly relationship is really very strong then you can use
"... Te amo tanto..." or
"... Te amo muchísimo..." without problem.

Between men friends it's more common to say "Te quiero" instead of "Te amo", because the verb "amar" is more romantic, however, I've seen a lot of women using the verb "Amar" even with their women friends. I would lie if I say I know why, but I suppose that women relationships are just different to men ones in terms of that line which separates friendship from love.

So if it's a conversation between men "Te quiero" and if it's between women "Te quiero" or "Te amo", it depends on how strong are your feelings for the other person.
Just in case, I wouldn't recommend to say "Te amo" without a romantic meaning between a man and a woman.
