I think the Japanese equivalent of "supposed to" is 「〜はず」
If I hear someone say "She is supposed to come to this office" I think the situation is that she is actually late, and the speaker is confused and doesn't know why she's late.
In the second case, "She is going to come to this office", I feel that the speaker is certain she will come and is trying to assure the people around him that there is not any problem.

supposed to: she is scheduled/expected to, but might not. ie: she is supposed to come to work at 9 but traffic this morning is bad.
going to: she will and there is no reason to believe she won't. ie: she is going to the store.
