You would most likely use it to say "that is great news for you", to sympathize with someone else's happiness

It can mean "that's good news for you!" if you say it excitedly/energetically... but a lot of the time it is used sarcastically.
So instead of meaning "that's good news for you", it's often used to mean "I really don't care about your good news"
It can be used, for example, when you are angry or annoyed at the person and they tell you about something good that happened to them. You can then say "good for you" sarcastically, indicating that you're acknowledging that something good happened to them but you don't care or you're not happy about it.
