Responde I love you.
"Love you!" is what you might say if you're in a hurry: "Bye! Love you!"
You'd never look deep into someone's eyes and say "love you."
English will sometimes drop the "I" or "I'm" if it's implied: "Going fishing" or "Can't sleep." But it almost always indicates that the person doesn't want to say much, because they're in a hurry, or texting, or they just don't like to talk.

I love you is the more commonly heard ecpression. Love you is quite casual and usually is said by family members or very close friends.
