"Appreciate" means you acknowledge and recognize the value/worth of something or the amount of work/effort someone has expended. In simpler terms, it basically means you respect something or are grateful for something.
"Thank you" is just a polite expression of gratitude, typically used in response to a gift, service, or compliment. Basically, "thank you" is an expression of appreciation.
So, it is possible to appreciate something and not thank anyone for it and it is also possible to express thanks for something which you do not appreciate.
In other words, appreciation is the internal thought/feeling of being grateful and recognizing hard work or value whereas "thank you" is just a spoken expression used to be polite and tell others that you are grateful or appreciative for something (regardless of what you are really thinking).

Yes, but usually you would combine them together if you are thanking someone for a gift, favor, etc.
Example: "Thank you so much for the gift; I really appreciate it."
The "appreciate it" emphasizes that you are not just expressing thanks out of politeness, but that you recognize the value of the gift (or the effort invested in the gift) and that you are truly grateful to have received the gift.
