No, the woman doesn't have to convert as long as she's a Christian or Jew (People's of the Book), even if they moved to live in Saudi Arabia.
Nothing pleases me more then seeing Islam's message reaches everyone on this earth, but in the same time you shouldn't convert just because you love someone and not because you totally believe in the message of Islam. We don't want to see you revert again when perhaps (god forbid) this love ends. Then see you talk against Islam as an ex-Muslim.
Also, I don't want to tell you this, but be sure that guy is honest about his intentions. I lived abroad for many years and many of the Saudis I met abroad were young and none of them wanted to let his family know that he was engaged or in a relationship with a girl they didn't approve or or even know about.

if a Muslim man marries a woman it is optional for her to be Muslim or not, but if we talk about the opposite, It is a while different story, The man needs to be a Muslim in order to marry a Muslim woman (long story short).

@janlis no he doesn't have to if she was Christian or jewish.
But if her religion was about worshipping anyone or anything that isn't god. He can't marry her unless she change her religion.

But it's depends on the man, like here in Saudi Arabia when i see a man married to a christian women he makes her covert into Islam.
