actually it is from our phonetic. "l" can sound like l or u. it depends of the word

I have no idea of when it started, actually in the beggining I used to say the words in English with an "u" sound instead of a "l" sound, like "wall=wau", I was very surprised when I learnt that it wasn't actually a "u" sound, it sounded very new for me :))

The "l" only sond like "u" in the final of the word, like Brasil or Portugal.

You have to study the history of Brasil - colonialism - and language to know that. But that's difficult information to find. I GUESS I mean really guessing here is that since the beginning of colonization period Portugal didn't care whether slaves or low class citizens ( who came from abroad - Africa and more ) would have education so we probably picked up from the way most common people would speak.
Enfim o português dos escravos com certeza não era o português dos portugueses, nem dos outros imigrantes. Agora "quando" exatamente só estudando a história da língua no país.

it's more common in the finish of word we said "u" for example, "pincel=pinceu", but, in the middle of the word, depends, for example "voltar=voutar" and "altura=aLtura"
