I'm not a German. By the way I will say what I know . When u have two verbs, u have to put zu EXCEPT modal verben ' sollen, müssen, dürfen, wollen, können AND some other verbs .
Ich ' muss' ins Bett 'gehen'
Ich ' mag' es deutsch zu ' lernen '
I will paste a link which explains the rule in an easy way.

If you see 'zu' as last word of a sentence then it's not the infinitive particle 'zu', but the separated prefix 'zu' from a compound verb, like zusehen, zuwinken:
Ich sah beim Fußballspiel zu. (I watched at the soccer match.)
Er winkt seinen Eltern zu. (He waves at his parents.)
