"To" can either indicate direction, as in:
"I went to the beach"
"She went to her house"
Or it is placed in front of an infinitive, which connects two verbs:
"I like to swim"
"He wants to go home"
Too is for stating excess or too much of something:
"I ate too much food, so my stomach is full"
Too can also be used in place of also:
"My friend said that she likes to swim. I like to swim too."
