Option A is wrong because it could be read as:
By putting the company on a sound financial footing she has yet to achieve her goal. (Maybe she wanted to ruin the company)
Option B just does not sound correct but I cannot say why.
Option D has the same issues as Option A.
Note: Even though option C is more correct, all of the other sentences would be obvious in meaning to a native speaker.
