stick in the mud (someone who doesn't like fun)
"Don't be such a stick in the mud!"
kill joy (someone who ruins a fun atmosphere and makes it serious)

I don't think there's a word to describe it. Being "serious" would be closest fit but I would say it the way you did to describe the person.
Just wondering, is there a Korean word to describe such a person? 진지한 사람? :)

I think you could use uptight even though it wouldn't be an exact match to what you said

@wintersonata There are internet slangs like 진지충, 씹선비 but they are bad words which I don't recommend to use. But still better to know.
