@kura: Here, "that" connects the two SENTENCES. Question: What did Alfred Wegener suggest? Answer: That the continents have moved or drifted.
There are times when you can use both, but this is not one of them. For instance "this is the book that I told you about yesterday" and "this is the book which I told you about yesterday" are both correct. "That" and "which" in these examples are used to describe a THING (i.e. the book).
I'm sorry I don't think I did a good job of explaining... It's a little difficult :( Maybe someone else can do better!

And suggestion is not thing so do not use "which", isn't it?

No suggestion IS a thing. You can say "the suggestion that I made" or "the suggestion which I made". But in these cases "that" and "which" are connecting your "suggestion" to another phrase ("I made") to describe and further clarify it. But in your question, "that" has a slightly different function. Unfortunately I don't know how to explain it... :/ I'm very sorry!
