the phrase "they are off" is saying they are going some where or leaving somewhere. In this instance it's saying they are leaving for war.

"going off to war" is like "leaving for war". if someone is going to somewhere far or special or even just somewhere important at the time you can say you're "going off to (place). "Alright! I'm off to France!" leaving for france
