Pasar el rato = hang out - spent time (literally means "pass the while")
Quiero salir esta noche = I want to hang out tonight
Quiero salir contigo esta noche = I want to hang out with you tonight ( going to a place or at least outside)
Quiero pasar el rato contigo esta noche = I want to hang out with you tonight (doing something in a place, outside or even in your bedroom, this is more like you want to spent time with someone.
